No. The Wisp is under 250 g and toy grade, so recreational flying does not require DGCA registration. The normal rules still apply: keep it in sight, and stay well away from airports, government buildings and crowds.
No. The Wisp is an entry-level drone and does not offer first-person view — you fly it by watching it, not through a screen.
Yes, in a room with some space and nothing fragile in the way — indoors is the easier place to learn, because there is no wind. Outdoors it flies further and faster, but pick a still day: a drone this light is easily pushed around by a breeze.
Yes — it is built as a first drone. It is light, small and forgiving, which is exactly what you want while you are learning, and it is under 250 g so there is no DGCA registration to deal with. Start indoors in a clear room where there is no wind, and expect the first few flights to be short: 6 to 8 minutes a charge means learning happens in sessions, not marathons.
